The Albert Park Stages 1 & 2 project consists of the development of 264 low density residential lots within the Box Hill Growth Centre Precinct. The project spans across what was previously a large chicken farming facility positioned at one of the most elevated locations in Box Hill.
The Orion Consulting team was engaged by Goldmate to provide Project Management, Design and Construction Management services for the Albert Park project from the preparation of the development application through to registration.
The site presented several challenges to the economic and timely development of the site with remediation of the chicken farm and monitoring of ground water conditions requiring the involvement of the Environmental Protection Agency. The sites elevation and existing topography introduced significant grading and earthworks challenges that introduced cost constraints on the project for export of material and working with rock.
To expedite the approval process and progress the remediation of Stage 1 Orion Consulting engaged contamination experts to peer review early due diligence investigations and prepare a remediation action plan, which was subsequently reviewed by an EPA auditor, prior to obtaining comments or approval from the local Council. By doing this, the time from consent to remediation works being able to proceed was significantly reduced. Regular interaction with the EPA and the Auditor during construction also enabled Council requirements to be closed out with no delay to the Subdivision Certificate approval.
During the construction of Stage 1, the developer secured the adjoining property (Stage 2) and Orion Consulting quickly developed a consolidated grading strategy to reduce the volume of export across both stages by approximately 70,000 cubic metres. Having obtained a S96 amendment and Construction Certificate within 2 months of the strategy being formulated, Orion Consulting then worked with the established civil contractor and Council to implement the revised grading strategy with no impact to the overall project programme.
The success of the relationships we held with the Contractor and Council, as well as early identification or risks resulted in Orion being able to save our client a significant amount of cost across the project and contribute to the feasibility of the project, allowing it to proceed.
The Orion team was responsive, well prepared and able to think ‘outside the box’.
Through strict control and timely commencement of remediation, as well as the ability to quickly respond to a change in the approved design, the project was completed and registered on time, ensuring its commercial viability
